Called when no appropriate dongle is available for this device manager. The implementation can wait by using the event() that is signalled when the dongle is available again. In such case, the method should return false on wakeup. Otherwise, return true to use a built-in waiting for event().
The default implementation just returns true.

Handle device status as understood by a remote server. All devices of a certain prefix are notified in this way.
The set of paired devices represents all paired devices of the common prefix. All missing devices should be threated as unpaired for that prefix. Also, the most recent status of certain devices can be passed this way.

The purpose of this call is to initialize and start the discovery process which might be a non-blocking operation. The caller uses the provided AsyncWork<> instance to wait until it finishes or to cancel it earlier if needed.
